If you have read how PageRank algorithm works, you already know that backlinks are essential for your pagerank. You should get as much quality backlinks as you can to your site. The best way to get links is to have a unique and quality content. If you provide useful information to your visitors, they would like it and give a link to your site from their sites or blogs.
Another way of building links is to exchange links with other web sites. However, exchange links with only relevant and quality websites. Your main purpose should be getting visitors from those websites rather than increasing your pagerank. Link farms are big No-Nos. You should avoid trading links with link farms. Otherwise, there is a good chance that your site will be placed in sandbox.
Finally, register your site with reputable directories, such as Open Directory Project, Yahoo directory, etc…
